Their success story in both undertakings illustrates that environmental protection does not mean a complete standstill of economic activities or exploitation of natural resources, but rather an active development and application of effective technologies to minimize environmental consequences. 树木能为人类挡风沙，绿化环境，制造二氧化碳，而近年来人类乱砍滥伐，使有些长距离传输型的大型沙尘暴影响了中国的中东部地区，还北移到了东北部的沈阳地区。每年的三至五月份，随着东亚的风向东南方向移动，给中国乃至日本、韩国等东亚国家造成沙尘暴、扬沙、风尘等恶劣气候。如果没有了树木，唯一能让人类生存的地球将会永远告别绿色，将永远披上枯燥的黄色外衣。在巨大沙尘暴的产生让人类认识到了自然灾害的可怕，使人类把自然环境保护放在了第一位。那么，沙尘暴是怎样产生的呢？大风、不稳定气流和丰富的沙尘源是形成沙尘暴三个不可缺少的因素，树可以抵挡大风，固定沙尘源，所以人类不能缺少树木。据统计，一亩树林一年可以吸收灰尘20—60吨；每天能吸收67公斤二氧化碳，释放49公斤氧气，足可供65个成年人呼吸；一亩树林一个月可以吸收有毒气体——二氧化硫千公斤；一亩松柏一昼夜能分泌出2公斤杀菌素，可杀死肺结核、伤寒、百喉、痢疾等疾病的病苗。这样就能净化空气，保障人们的身心健康。植树造林还能减少噪音，美化环境，保持生态平衡；为人们提供理想的学习、工作、娱乐和生活的环境。
据中国气象部门记录，20世纪50年代中国仅发生过5次强沙尘暴，进入90年代，则发生了23次。沙尘天气给中国社会经济造成了巨大的损失。环境污染使人类意识到环境保护的重要性。
面对日益恶化的地球生态环境，人类至今都不肯放弃局部的利益，使自己的欲望日益膨胀。而人类欲望越强烈，对生态环境的、破坏也就越严重。

（一）环境金融作用
1、合理调节资金、配置资源作用。环境金融对于环保、生态、可循环发展的生态企业和项目优先配资的倾向，将会促进资金和资源的绿色流向，对企业发展和企业资金的配置起导向和约束作用。利于我国产业向高效、绿色方向升级。
2、优先管控环境风险作用。经济人具有逐利、驱害的本性，通过这一追求可以有效避免生态金融项目风险，而绿色生态金融项目正好是环境风险极低的投资方向。可以通过投资环境金融，挖掘新商机、走向新征程。
3、引导社会投资方向的作用。当局通过对环境金融的的政策扶持和舆论导向，可以促进高新生态技术的创新与研发，推动企业向环保、生态金融创新方面进行投资，规范企业健康经营，促进产业绿色发展。
（二）发展低碳经济的必要性
1、是经济可持续发展的需要。发展环境金融，对于国家产业升级、经济力量增强有着重要的影响力。特别对于发展中国家，发展新型绿色产业，极大的促进了经济的可持续发展和社会的进步。对我国而言，目前生态环境形势依然严峻。尽快转变经济发展模式，调整优化产业结构，扶持和鼓励技术创新，通过金融创新，引导社会经济向资源节约、环境友好的方向发展成为一种刚性的需要，也是中国经济可持续发展的必由之路。
2、是推进生态文明建设的重要手段。生态文明是对以往“重视经济发展，忽视环境保护”战略的反思和补救。环境金融是补救生态文明建设、优化经济发展的重要动力。绿色农业、低碳工业、碳金融正是环境金融的具体内容体现。
3、是解决环保筹资难题、调剂资金余缺的重要方式。资金需求量大、筹资难是我国环保事业发展的拦路虎。环保工程如果没有金融搭台难以产生经济价值，对于逐利本性的社会资金来说严重缺乏吸引力。仅仅依靠维持环保投入常出现资金瓶颈和产业困境。而环境金融的投资能够获取良好收益和政策扶持，这将激励大量资金进入环保领域，促进了投资主体的多元化。
（三）深化环境金融创新的建议
与传统金融相比，环境金融的政策性、产品的先进性、风险管理的复杂性更高,故加快环境金融创新极具意义且极为迫切。而我国未来环境金融的创新发展，需要金融机构和政府联合推动。
1、推进生态环境的产权明晰，健全制度政策。环境权利的明晰是环境金融发展的基础，因此首先要推进生态环境的产权明晰与资产化。首先，应对排污权利和相关自然资源进行明确和界定，以奠定市场机制运行的产权制度基础。其次，应明确规定并处理好环境金融的发展中参与的各主体（政府、金融机构、企业以及公众）的利益关系。
2、加快环境金融产品创新,实现循环经济和金融创新的双赢。将绿色环保理念引入信贷政策制定、融入新产品的产品设计中。大力推动绿色证券、绿色保险、绿色基金等环境信贷创新，创建环保产业投资基金，加强生态金融衍生工具创新。借鉴国际经验，创新各种碳金融衍生品，如碳远期、碳期货、碳期权等，逐步构建我国生态金融衍生产品体系。
3、银行业应提高环境责任，适时抓住机遇。银行在进行贷款业务中，应将环保指标列为贷款评级的重要项目,对绿色环保客户进行降息、延期。银行也应多投资具有发展潜力的绿色、低碳、有机、节能的生态项目。
4、营造有利于发展生态金融的社会环境。一是完善环境市场机制，健全优惠政策。在制度上构建发展环境金融的激励机制。二是增强宣传，向社会和公众广泛宣传环境金融的积极作用、政策法规和优惠措施，让企业、金融机构充分意识到环境金融所蕴涵的巨大价值，让广大受众并参与到环境金融的潮流中；三是鼓励金融企业抓住机遇，创新环境金融模式，探索建立环保节能金融服务的有效机制，推动金融业经营战略转型；四是加强专业人才队伍建设，对金融人才进行专业培训、吸纳环境金融的高精尖人才外。
